The construction of natural gas refueling stations must be approved in accordance with relevant national construction regulations and procedures. Gas refueling stations are different from ordinary buildings, and their construction process requires strict review. After the construction is completed and passes the initial inspection, they undergo acceptance from all aspects of the government and obtain opinions and certificates from relevant departments.

1、 Site selection

(1) The construction unit is familiar with the policies and standards for station construction. In the urban area or on the main transportation road, it should be close to water, electricity, and gas sources, close to vehicle sources, convenient for gas refueling, and basically meet the fire protection, environmental protection, and safety requirements in urban planning and standards. Therefore, the initial site for station construction is selected;

(2) The competent department, construction, planning, safety supervision, fire protection, environmental protection, and design shall be designated on site.

2、 Project approval

(1) The construction unit submits a station construction application to the local industrial production management department (National Development and Reform Commission);

(2) Provide corresponding materials: project proposal, feasibility study report, and site selection report;

(3) The industry regulatory department or the National Development and Reform Commission approves the project initiation.

3、 Design

(1) Before the preliminary design, the construction unit shall provide the design unit with information such as site topographic map, natural gas quality data, meteorological data, seismic data, water, electricity, gas source data, station scale, preliminary equipment selection, geological survey data, environmental impact assessment report, cultural relic survey data, etc.

(2) Preliminary design by the design unit: general layout; The architectural style and style of individual buildings (gas sheds, station buildings, etc.); Gas station rendering; Main equipment configuration; Total project cost; Preliminary design of water, electricity, and gas processes; Explain whether it meets national standards and urban planning; Whether the fire protection, environmental protection, safety, etc. of the gas station meet the standard requirements.

(3) Preliminary design review: The competent department, National Development and Reform Commission, construction, planning, fire protection, environmental protection, safety supervision, design, and owners participate in the review of the preliminary design;

(4) The competent department or construction department shall issue preliminary design review opinions;

(5) Construction drawing design: The design unit shall design the process, general layout, architecture, structure, electrical appliances, water supply and drainage, and HVAC of the gas station based on this, and prepare a construction blueprint.

4、 Application for construction

(1) Preliminary design report for fire protection and environmental protection review, issuance of approval opinions, and handling of safety three simultaneous certificates by safety supervision;

(2) Submit the preliminary general layout plan (including approval opinions on fire protection, environmental protection, and safety supervision) for planning review, conduct surveys, and draw red lines;

(3) Planning and obtaining engineering planning permits;

(4) Apply for Construction permit for construction;

5、 Construction

(1) Handle equipment, civil engineering, installation, water, electricity, gas engineering, supervision bidding, and sign contracts;

(2) Apply for a quality inspection authorization letter at the quality inspection station;

(3) Handling contract authentication during construction;

(4) Organize construction.

6、 Acceptance

(1) Conduct engineering quality inspection and issue quality inspection reports;

(2) Conduct individual inspections on fire protection, safety, environmental protection, pressure vessels, etc., and issue individual inspection reports, hazardous chemical safety evaluation reports, lightning and static protection testing reports, and environmental protection evaluation testing reports;

(3) Apply for a chemical hazardous material business license at the safety supervision department, a pressure vessel use license at the quality supervision bureau, and a filling registration certificate;

(4) The quality inspection department verifies and calibrates the gas dispenser, and issues a measurement and usage license;

(5) Employees shall receive technical training from relevant departments and obtain work permits;

(6) Trial operation, acceptance, rectification, and improvement;

(7) Before comprehensive acceptance: The construction unit prepares to apply for completion acceptance reports, relevant approval documents, design materials, construction materials, completion materials, quality inspection materials, supervision materials, material testing materials, financial settlement materials, management systems, emergency plans for accident handling, and other relevant materials.

(8) The competent department shall preside over the completion acceptance report, with the participation of the construction committee, planning, fire protection, environmental protection, safety office, quality supervision, experts, and design and construction units;

(9) Apply for a gas business license from the industry management department, a business license from the Public and Commercial Administration Bureau, and a gas station qualification certificate from the gas management department;

(10) Production and operation.

In order to control air pollution, accelerate the development of gas vehicles, and ensure the safe and orderly construction of vehicle gas refueling stations, the following notice is hereby issued for the approval and management of the construction of vehicle gas refueling stations in our city. Please follow and implement it.

1、 The construction, renovation, and expansion of vehicle gas refueling stations within the administrative area of our city should follow the principles of safety first, reasonable layout, ensuring gas supply, and convenient refueling in accordance with the overall construction plan of vehicle gas refueling stations in our city.

2、 All newly built, renovated, or expanded vehicle gas refueling stations, regardless of their scale, shall be declared and approved by the competent department of the construction unit to the Municipal Planning Commission according to the basic construction requirements. The Municipal Planning Commission shall, based on the application materials, jointly approve it with relevant departments such as the Municipal Administration Commission, Planning Bureau, Environmental Protection Bureau, and Fire Bureau.

3、 The construction of vehicle gas refueling stations should comply with the technical specifications and policy regulations of departments such as transportation, environmental protection, technical supervision, labor, fire protection, and public utilities. The completed vehicle gas refueling station must undergo acceptance by relevant departments such as fire protection, labor, technical supervision, and public utilities before it can be put into operation.

4、 Before handling the industrial and commercial registration procedures, the operating unit should obtain the qualification recognition from the gas industry management department and apply for the "Gas Station Operation License".

5、 The construction and management of vehicle gas refueling stations shall comply with the "Regulations on Urban Gas Safety Management", "Urban Gas Management Measures", and "Regulations on Qualification Management of Urban Gas Enterprises" jointly issued by relevant departments of the State Council, and shall also refer to the relevant construction and management regulations of gasoline refueling stations.
